We are seeking candidates for the Human Resources Director position. In this role, you will recommend and implement long-term goals and objectives of the Human Resources Division covering such functions as applicant recruitment and selection, benefits and compensation analysis, labor relations, staff training and development and employee performance appraisal, under policy direction established by the Executive Director.
This is a highly responsible Human Resources generalist position that involves developing and administrating Human Resources policies, programs, and practices for a large and visible public employee for all of its locations. There is full responsibility for developing and executing the Human Resources strategy in harmony with, and support of, the overall organizational objectives. This position serves as a critical liaison and employee advocate, and working as a business partner within the first-level management.

The successful candidate will possess this technical expertise, education, and experience:
• Experience in all Human Resources disciplines [employee relations, performance management, training and development, recruitment, compensation, benefits, compliance, personnel administration, etc.] is required.
• Experience as a Human Resources leader in a medium- to large-size public employer is required.
• Experience as a Human Resources leader in a medium- to large-size library is preferred.
• Experience with collective bargaining and labor relations is preferred.
• Experience with the requirements of transparency and openness in all matters required of public organizations.
• Experience in multi-unit/multi-location management is preferred.
• Experience in distributed workforce is preferred.
• Experience working as part of a Senior management team is preferred.
• Computer proficiency:
o Proficiency in MS Office [Outlook, Excel, Word] or similar suite is required.
o HRIS experience is required. Experience with ADP is preferred.
o Applicant tracking system is required. Experience with ADP is preferred.
o Payroll administration experience is preferred.
• Bachelor’s degree in Business, Human Resources, Organizational Development, or other relevant discipline is required.
• Master’s degree in Business, Human Resources, or Public Administration is preferred.
• SHRM-S/CP, PHR/SPHR, CEBS, etc. certification is preferred.
• Minimum of 10 to 15 years of relevant experience is preferred.
• Minimum of 7 to 10 years of relevant supervisory experience is preferred.
