Job Title: Deputy Fiscal Officer

Immediate Supervisor: Fiscal Officer

Positions Supervised: None

Hours: 40 hrs. per week, some evenings and
week-ends may be required


Under the direction of the Fiscal Officer, the Deputy Fiscal Officer will be involved in all functions of the Fiscal Office as assigned. Responsibilities include, but are not limited to the following: assists with collective bargaining and related matters, purchase orders, daily cash receipts, processing payment vouchers, all phases of payroll, inventory, month end closing with AJE, required Federal and State reports.


Associates degree in accounting or business administration or related field or the equivalent, combination of a minimum (5) years experience and training which has provided knowledge, skills and ability to perform the job requirements. Public accounting knowledge as well as CMI software would be helpful. Proficiency in Excel and Word and related office programs is necessary. Bonding is a requirement, along with a background check. Job related references are required.


• Prepare and enters purchase orders, receipts and invoices into the computer
• Process daily cash count from branches, deliver deposits to bank(s), record deposit receipts, maintain petty cash accounts
• Compiles and prepares financial reports including check reconciliation, bank statements, monthly/year end balance and close procedures
• Maintains department files including purchase orders, payments/invoices, time sheets, grants, contracts, banking etc
• Maintains inventory control of assets
• Process office mail, postage and bulk mail account at post office
• Prepares correspondence and reports on the computer
• With the Fiscal Officer, assists the Library’s Collective Bargaining team in preparation of confidential collective bargaining matters
• Assists in performing administrative support related duties as work activities may dictate
• Payroll: oversees complete processing of payroll reviewing time sheets, submitting payroll, maintaining accurate supplemental records
• Assists with preparation for auditors
• Assists with collection, coordination and disposal of Fiscal Office files as per Record Retention policy
• Acts for Fiscal Officer in his/her absence or as assigned, including daily operations of the Fiscal Office
• Maintains awareness of developments in the field of public accounting and payroll administration
• Attends meetings, conferences, and workshops as required.
• Consistently represents the Library and it’s services in a positive manner and adheres to established customer service guidelines and procedures.
• Performs other duties as assigned that may periodically require additional hours (including evenings and weekends) in order to ensure deadlines are met.

Skills and Ability necessary
• Strong mathematical and analytical skills for monitoring accounting records and resolving complex accounting problems.
• Ability to work with and maintain confidential information.
• Proficient with 10-key adding machine, word processing, spreadsheet development, database and accounting software; Excel, Word processing programs
• Ability to develop and maintain effective working relationships with co-workers, Library staff and patrons.
• Ability to work independently, handles multiple priorities, make sound decisions, and meet deadlines with a high degree of accuracy.
• Excellent verbal and written communication skills.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
